It's the time of year when Samsung traditionally announces new mid-range products, and today it's the turn of the Galaxy Express to emerge into the international spotlight, following its AT&T debut last year. DOUENTZA, Mali (Reuters) - French troops have taken control of the airport in the northern Malian town of Kidal, the last rebel stronghold in the north, the French army and a local official told Reuters on Wednesday.
Kidal would be the last of northern Mali's major towns to be retaken by French forces, which retook Gao and Timbuktu earlier this week in a campaign to drive al Qaeda-linked Islamists from Mali's north.
"They arrived late last night and they deployed in four planes and some helicopters," Haminy Belco Maiga, president of the regional assembly of Kidal said, adding he had seen no early indications of resistance from rebel forces.
French Armed Forces spokesman Thierry Burkhard confirmed in Paris that French troops were in Kidal and said they had taken control of the airport.
"The operation is continuing," he said, declining to give further details.
It was not immediately clear whether the French troops were accompanied by Malian forces.
Tuareg MNLA rebels who want greater autonomy for the desert north said earlier this week that they had taken control of Kidal after Islamists abandoned the town.
The MNLA, which fought alongside the Islamists before being sidelined by them in mid-2012, was not immediately available for comment on the French deployment.
Kidal is the capital of a desert region with the same name into which Islamist fighters are believed to have retreated during nearly three weeks of French air strikes and a joint advance by thousands of French and Malian ground troops.
AFRICAN FORCE
The offensive in France's former West African colony is aimed at heading off the risk of Mali being used as a springboard for jihadist attacks in the wider region or Europe.
French troops, now numbering 3,500 on the ground, and Malian soldiers retook the Saharan trading towns of Timbuktu and Gao at the weekend virtually unopposed.
Doubts remain about just how quickly an African intervention force, known as AFISMA and now expected to exceed 8,000 troops, can be fully deployed in Mali to track down retreating al Qaeda-allied insurgents in the north.
French Foreign Minister Laurent Fabius said the French operation was planned to be a lightning mission that would last just a few weeks to avoid getting bogged down.
"Liberating Gao and Timbuktu very quickly was part of the plan. Now it's up to the African countries to take over," he told the Le Parisien daily. "We decided to put in the means and the necessary number of soldiers to strike hard. But the French contingent will not stay like this. We will leave very quickly."
Fabius warned that things could now get more difficult.
"We have to be careful. We are entering a complicated phase where the risks of attacks or kidnappings are extremely high. French interests are threatened throughout the entire Sahel," he said.

WASHINGTON (Reuters) - What a difference one brutally disappointing election can make.
At this time last year, Republican U.S. presidential contenders were competing to act tough on immigration to win favor with the party's conservative base.
Eventual nominee Mitt Romney led the way by advocating "self-deportation" - a plan that essentially called on the government to make life so miserable for the nation's 11 million illegal immigrants, most of whom are Hispanics, that many would leave on their own.
But since Democratic President Barack Obama's decisive victory over Romney in November with the support of more than seven in 10 Hispanic voters, the game has changed.
Many Republicans now see gaining favor with the fast-growing Hispanic voting bloc, which accounts for 10 percent of the U.S. electorate and is growing, as a matter of political survival.
Some remain critical of any plan that would give illegal immigrants a path to citizenship. But next-generation Republican leaders - including Florida Senator Marco Rubio, 41, a favorite of the conservative Tea Party movement - are desperate to remove the issue as a liability for the party.
That is why a plan announced on Monday by a bipartisan group of eight U.S. senators including Rubio is widely seen as the best hope in years for a comprehensive immigration overhaul - even though it is similar to a 2007 plan that was shot down by conservative Republicans despite being backed by Republican President George W. Bush.
But now, "the politics on this issues have turned upside down," said New York Democrat Chuck Schumer, another senator in the bipartisan group crafting the immigration plan.
"For the first time ever, there is more political risk in opposing immigration reform than in supporting it," Schumer said.
REPUBLICANS LOSING HISPANIC SUPPORT
Compared with the bitter, uncompromising politics that have clouded Capitol Hill in recent years, the news conference held by the senators on Monday was practically a festival of love.
There was Republican Senator John McCain of Arizona - who lost the presidential race to Obama in 2008 and is a frequent critic of the administration - heaping praise on the Democratic president for supporting immigration reform.
There was Democratic Senator Dick Durbin of Illinois, giving credit to Bush for backing immigration changes when many Republicans did not.
During the news conference, Rubio and Democrat Robert Menendez of New Jersey, another member of the group, made a point of explaining parts of their plan in Spanish, a symbolic reach-out to those who could be affected by it.
The changed dynamic on immigration reflected how "the election was a real wake-up call to Republicans. They have had their eyes opened on Hispanics," said Steven Schier, a political scientist at Carleton College in Minnesota.
Asked why he thought this immigration bill might succeed, McCain said: "Elections. The Republican Party is losing the support of our Hispanic citizens."
Republican strategist Ana Navarro said McCain - whose state borders Mexico and is about 30 percent Hispanic - could be an important voice to other Republicans on the immigration bill.
"Nobody can talk to other Republicans with the authority that John McCain can about what it means to move the Latino vote," Navarro said.
'AN IMPORTANT FIRST STEP'
The group of senators behind the immigration plan - which also includes Republicans Jeff Flake of Arizona and Lindsey Graham of South Carolina and Democrat Michael Bennet of Colorado - said they hoped for quick action.
But even if successful, Congress' revamping of the immigration system is likely to take most of 2013. Congress also will be wrestling with budget issues and Obama's ambitious gun-control proposals in the next few months.
"Today is an important first step in what is going to be a significant and complicated journey," Rubio said.
The plan would create what the senators called a "tough but fair" path to citizenship for many illegal immigrants after undefined improvements to border security and a crackdown on people who have overstayed their visas.
The plan faces some hurdles in the Senate. But the big question will be whether it can clear the Republican-led House of Representatives, which is dominated by conservatives adamantly opposed to anything resembling "amnesty" for illegal immigrants.
One rising star among House conservatives - Paul Ryan, the Budget Committee chairman who was Romney's vice presidential nominee - already has voiced support for Rubio's immigration efforts. Others seem to be loading up to attack such a plan.
"When you legalize those who are in the country illegally, it costs taxpayers millions of dollars, costs American workers thousands of jobs and encourages more illegal immigration," Representative Lamar Smith, a Texas Republican, said in a statement.
Many conservatives said they would wait for the final proposal, which will be developed by the Senate Judiciary Committee. Senate Republican leader Mitch McConnell said the final measure will require far more input than it has received so far.
"All members must have an opportunity to debate and amend any legislation that comes to the floor. This effort is too important to be written in a back room and sent to the floor with a take-it-or-leave-it approach," McConnell said. "It needs to be done on a bipartisan basis and include ideas from both sides of the aisle."
Groups that oppose easing the immigration restrictions blasted the plan and predicted that it would meet the same fate as the 2007 bill.
"We expect that once the American public learns of the details of this proposal, and comes to recognize that it will do nothing to fix the problems of our broken immigration system, it will meet with the same overwhelmingly negative response that it received in 2007," said Dan Stein, president of the Federation for American Immigration Reform.
But backers of a comprehensive immigration plan said there was a new mood of optimism in their ranks.
"The histrionics and demagoguery on immigration have died down, at least for now," said Fergus Cullen, a former chairman of the New Hampshire Republican Party who has launched an immigration reform group.
"There seems to be a different attitude," Cullen said.

Jan. 27, 2013 ? Rice University scientists have taken an important step toward the creation of two-dimensional electronics with a process to make patterns in atom-thick layers that combine a conductor and an insulator.
The materials at play -- graphene and hexagonal boron nitride -- have been merged into sheets and built into a variety of patterns at nanoscale dimensions.
Rice introduced a technique to stitch the identically structured materials together nearly three years ago. Since then, the idea has received a lot of attention from researchers interested in the prospect of building 2-D, atomic-layer circuits, said Rice materials scientist Pulickel Ajayan. He is one of the authors of the new work that appears this week in Nature Nanotechnology. In particular, Ajayan noted that Cornell University scientists reported an advance late last year on the art of making atomic-layer heterostructures through sequential growth schemes.
This week's contribution by Rice offers manufacturers the possibility of shrinking electronic devices into even smaller packages. While Rice's technical capabilities limited features to a resolution of about 100 nanometers, the only real limits are those defined by modern lithographic techniques, according to the researchers. (A nanometer is one-billionth of a meter.)
"It should be possible to make fully functional devices with circuits 30, even 20 nanometers wide, all in two dimensions," said Rice researcher Jun Lou, a co-author of the new paper. That would make circuits on about the same scale as in current semiconductor fabrication, he said.
Graphene has been touted as a wonder material since its discovery in the last decade. Even at one atom thick, the hexagonal array of carbon atoms has proven its potential as a fascinating electronic material. But to build a working device, conductors alone will not do. Graphene-based electronics require similar, compatible 2-D materials for other components, and researchers have found hexagonal boron nitride (h-BN) works nicely as an insulator.
H-BN looks like graphene, with the same chicken-wire atomic array. The earlier work at Rice showed that merging graphene and h-BN via chemical vapor deposition (CVD) created sheets with pools of the two that afforded some control of the material's electronic properties. Ajayan said at the time that the creation offered "a great playground for materials scientists."
He has since concluded that the area of two-dimensional materials beyond graphene "has grown significantly and will play out as one of the key exciting materials in the near future."
His prediction bears fruit in the new work, in which finely detailed patterns of graphene are laced into gaps created in sheets of h-BN. Combs, bars, concentric rings and even microscopic Rice Owls were laid down through a lithographic process. The interface between elements, seen clearly in scanning transmission electron microscope images taken at Oak Ridge National Laboratories, shows a razor-sharp transition from graphene to h-BN along a subnanometer line.
"This is not a simple quilt," Lou said. "It's very precisely engineered. We can control the domain sizes and the domain shapes, both of which are necessary to make electronic devices."
The new technique also began with CVD. Lead author Zheng Liu, a Rice research scientist, and his colleagues first laid down a sheet of h-BN. Laser-cut photoresistant masks were placed over the h-BN, and exposed material was etched away with argon gas. (A focused ion beam system was later used to create even finer patterns, down to 100-nanometer resolution, without masks.) After the masks were washed away, graphene was grown via CVD in the open spaces, where it bonded edge-to-edge with the h-BN. The hybrid layer could then be picked up and placed on any substrate.
While there's much work ahead to characterize the atomic bonds where graphene and h-BN domains meet and to analyze potential defects along the boundaries, Liu's electrical measurements proved the components' qualities remain intact.
"One important thing Zheng showed is that even by doing all kinds of growth, then etching, then regrowth, the intrinsic properties of these two materials are not affected," Lou said. "Insulators stay insulators; they're not doped by the carbon. And the graphene still looks very good. That's important, because we want to be sure what we're growing is exactly what we want."
Liu said the next step is to place a third element, a semiconductor, into the 2-D fabric. "We're trying very hard to integrate this into the platform," he said. "If we can do that, we can build truly integrated in-plane devices." That would give new options to manufacturers toying with the idea of flexible electronics, he said.
"The contribution of this paper is to demonstrate the general process," Lou added. "It's robust, it's repeatable and it creates materials with very nice properties and with dimensions that are at the limit of what is possible."

Because half of all instances of hearing loss are linked to genetic mutations, advanced gene research is an invaluable tool for uncovering causes of deafness -- and one of the biggest hopes for the development of new therapies. Now Prof. Karen Avraham of the Sackler Faculty of Medicine at Tel Aviv University has discovered a significant mutation in a LINC family protein -- part of the cells of the inner ear -- that could lead to new treatments for hearing disorders.
Her team of researchers, including Dr. Henning Horn and Profs. Colin Stewart and Brian Burke of the Institute of Medical Biology at A*STAR in Singapore, discovered that the mutation causes chaos in a cell's anatomy. The cell nucleus, which contains our entire DNA, moves to the top of the cell rather than being anchored to the bottom, its normal place. Though this has little impact on the functioning of most of the body's cells, it's devastating for the cells responsible for hearing, explains Prof. Avraham. "The position of the nucleus is important for receiving the electrical signals that determine proper hearing," she explains. "Without the ability to receive these signals correctly, the entire cascade of hearing fails."
This discovery, recently reported in the Journal of Clinical Investigation, may be a starting point for the development of new therapies. In the meantime, the research could lead towards work on a drug that is able to mimic the mutated protein's anchoring function, and restore hearing in some cases, she suggests.
From human to lab to mouse
Prof. Avraham originally uncovered the genetic mutation while attempting to explain the cause of deafness in two families of Iraqi Jewish descent. For generations, members of these families had been suffering from hearing loss, but the medical cause remained a mystery. Using deep genetic sequencing, a technology used to sequence the entire human genome, she discovered that the hearing impaired members of both families had a mutated version of the protein Nesprin4, a part of the LINC group of proteins that links the cell's nucleus to the inner wall of the cell.
In the lab, Prof. Avraham recreated this phenomenon by engineering the mutation in single cells. With the mutation in place, Nesprin4 was not found in the area around the cell nucleus, as in healthy cells, but was spread throughout the entire cell. Investigating further, she studied lab mice that were engineered to be completely devoid of the protein.
Created in Singapore, the mice were originally engineered to study the biology of LINC proteins. The fact that they were deaf came as a complete surprise to researchers. Without this protein serving as an anchor, the cell nucleus is not located in the correct position within inner ear cells, but seems to float throughout. This causes the cells' other components to reorient as well, ultimately harming the polarity of the cells and hindering electrical signals. It's a mutation that took a heavy toll on the cells' ability to transfer sound signals, explains Prof. Avraham, rendering the mice deaf.
Given the similarity between mouse and human inner ear cells, researchers predict that the same phenomenon is occurring in human patients with a mutation in the Nesprin4 gene.
Looking for a wider impact
Prof. Avraham says that she and her collaborators are the first to reveal this mutation as a cause of deafness. "Now that we have reported it, scientists around the world can test for mutations in this gene," she notes. The mutation could indeed be a more common genetic cause of deafness in a number of populations. And because Nesprin4 belongs to a family of proteins that have been linked to other diseases, such as muscular coordination and degeneration disorders, this could prove a ripe area for further research.

NEW YORK (Reuters) - A former Singapore banker charged with helping Japan's Olympus Corp engineer a $1.7 billion accounting fraud was granted bail by a U.S. judge on Friday.
Chan Ming Fon, a Taiwan citizen who lives in Singapore, may be released on $5 million bail, secured by $1 million of cash and $4.5 million of properties, according to an order by U.S. District Judge Laura Taylor Swain in Manhattan.

Prosecutors said that over six years, Chan helped secretly liquidate hundreds of millions of dollars of Olympus investments, and then lied to auditors by certifying that the investments still existed.
The defendant was paid $10 million by Olympus or entities controlled by the company for his role, prosecutors added.
Chan was charged with one count of conspiracy to commit wire fraud, which carries a maximum penalty of 20 years.
Bail conditions also require him to stay at a residence in New York, and be electronically monitored.
Chan is the first executive from outside Japan to be indicted over the accounting at Olympus, a 93-year-old maker of cameras and medical equipment.
The accounting fraud was exposed in 2011 by then-Chief Executive Michael Woodford, who was fired after questioning transactions later found to have been used to hide losses. Olympus eventually restated five years of results.
The case is U.S. v. Chan, U.S. District Court, Southern District of New York, No. 13-cr-00052.

A few days ago, a new proposal was put forward in the HTML Working Group (HTML WG) by Microsoft, Netflix, and Google to implement DRM in HTML5. This triggered an uproar about the morality and ethics behind DRM and building it into the Web. There are good arguments about morality/ethics on both sides of the debate but ultimately, the HTML WG will decide whether or not to pursue the specification based on technical merit. I am a member of the HTML WG. I was also the founder of a start-up that focused on building a legal, peer-to-peer, content distribution network for music and movies. It employed DRM much like the current DRM in HTML5 proposal. During the course of 8 years of technical development, we had talks with many of the major record labels. I have first-hand knowledge of the problem, and building a technical solution to address the problem.
TL;DR: The Encrypted Media Extensions (DRM in HTML5) specification does not solve the problem the authors are attempting to solve, which is the protection of content from opportunistic or professional piracy. The HTML WG should not publish First Public Working Drafts that do not effectively address the primary goal of a specification.
The fundamental problem that the Encrypted Media Extensions (EME) specification is attempting to solve is to find a way to reduce piracy (since eliminating piracy on the Web is an impossible problem to solve). This is a noble goal as there are many content creators and publishers that are directly impacted by piracy. These are not faceless corporations, they are people with families that depend on the income from their creations. It is with this thought in mind that I reviewed the specification on a technical basis to determine if it would lead to a reduction in piracy.
The EME specification does not specify a DRM scheme in the specification, rather it explains the architecture for a DRM plug-in mechanism. This will lead to plug-in proliferation on the Web. Plugins are something that are detrimental to inter-operability because it is inevitable that the DRM plugin vendors will not be able to support all platforms at all times. So, some people will be able to view content, others will not.
A simple example of the problem is Silverlight by Microsoft. Take a look at the Plugin details for Silverlight, specifically, click on the ?System Requirements? tab. Silverlight is Microsoft?s creation. Microsoft is a HUGE corporation with very deep pockets. They can and have thrown a great deal of money at solving very hard problems. Even Microsoft does not support their flagship plugin on Internet Explorer 8 on older versions of their operating system and the latest version of Chrome on certain versions of Windows and Mac. If Microsoft can?t make their flagship Web plugin work across all major Operating Systems today, what chance does a much smaller DRM plugin company have?
The purpose of a standard is to increase inter-operability across all platforms. It has been demonstrated that plug-ins, on the whole, harm inter-operability in the long run. The one shining exception is Flash, but we should not mistake an exception for the rule. Also note that Flash is backed by Adobe, a gigantic multi-national corporation with very deep pockets.
The goals section does not state the actual purpose of the specification. It states meta-purposes like: ?Support a range of content security models, including software and hardware-based models? and ?Support a wide range of use cases.?. While those are goals, the primary goal isn?t stated once in the Goals section. The only rational primary goal is to reduce the amount of opportunistic piracy on the Web. Links to piracy data collected over the last decade could help make the case that this is worth doing.
When we were working on our DRM system, we took almost exactly the same approach that the EME specification does. We had a plug-in system that allowed different DRM modules to be plugged into the system. We assumed that each DRM scheme had a shelf-life of about 2-3 months before it was defeated, so our system would rotate the DRM modules every 3 months. We had plans to create genetic algorithms that would encrypt and watermark data into the file stream and mutate the encryption mechanism every couple of months to keep the pirates busy. It was a very complicated system to keep working because one slip up in the DRM module meant that people couldn?t view the content they had purchased. We did get the system working in the end, but it was a nightmare to make sure that the DRM modules to decrypt the information were rotated often enough to be effective while ensuring that they worked across all platforms.
Having first-hand knowledge of how such a system works, it?s a pretty terrible idea for the Web because it takes a great deal of competence and coordination to pull something like this off. I would expect the larger Content Protection companies to not have an issue with this. The smaller Content Protection companies, however, will inevitably have issues with ensuring that their DRM modules work across all platforms.
The bulk of the specification is what you would expect from a system like this, so I won?t go into the gory details. There were two major technical concerns I had while reading through the implementation notes.
The first is that key retrieval is handled by JavaScript code, which means that anybody using a browser could copy the key data. This means that if a key is sent in the clear, the likelihood that the DRM system could be compromised goes up considerably because the person that is pirating the content knows the details necessary to store and decrypt the content.
If the goal is to reduce opportunistic piracy, all keys should be encrypted so that snooping by the browser doesn?t result in the system being compromised. Otherwise, all you would need to do is install a plugin that shares all clear-text keys with something like Mega. Pirates could use those keys to then decrypt byte-streams that do not mutate between downloads. To my knowledge, most DRM?ed media delivery does not encrypt content on a per-download basis. So, the spec needs to make it very clear that opaque keys MUST be used when delivering media keys.
One of the DRM systems we built, which became the primary way we did things, would actually re-encrypt the byte stream for every download. So even if a key was compromised, you couldn?t use the key to decrypt any other downloads. This was massively computationally expensive, but since we were running a peer-to-peer network, the processing was pushed out to the people downloading stuff in the network and not our servers. Sharing of keys was not possible in our DRM system, so we could send the decryption keys in the clear. I doubt many of the Content Protection Networks will take this approach as it would massively spike the cost of delivering content.

That?s the DRM-free copy that will end up on Mega or the Pirate Bay. In practice, no DRM system has survived for more than a couple of years.

FRIDAY Jan. 25, 2013 -- Cancer patients who smoked up until their surgery were more likely to take up the habit again compared to those who quit earlier, a new study finds.
The study from the Moffitt Cancer Center in Tampa, Fla., included lung cancer and head and neck cancer patients who quit smoking before or immediately after surgery. They were followed for a year after the surgery.
"Sixty percent of patients who smoked during the week prior to surgery resumed smoking afterward, contrasted with a 13 percent relapse rate for those who had quit smoking prior to surgery," study corresponding author Vani Nath Simmons said in a Moffitt news release.
The significantly lower smoking relapse rate for those who quit smoking before surgery shows the need to encourage patients to quit smoking when they're diagnosed with cancer, the researchers said.
The investigators also noted that most of the patients who began smoking again did so shortly after surgery, which shows the importance of anti-smoking programs for patients both before and after surgery.
The study also found that patients were more likely to resume smoking if they had a high amount of fear about cancer recurrence, had a higher risk for depression, and were less likely to believe in their ability to quit smoking.
"Cancer patients need to know that it's never too late to quit," Simmons said. "Of course, it would be best if they quit smoking before getting cancer; but barring that, they should quit as soon as they get diagnosed. And with a little assistance, there is no reason that they can't succeed."

GENEVA (AP) ? More than 140 nations adopted the first legally-binding international treaty Saturday aimed at reducing mercury emissions, capping four years of negotiations on how to set limits on the use of a highly toxic metal.
The treaty was adopted after all-night negotiations that capped a week of talks in Geneva, U.N. environmental officials and diplomats said. A signing ceremony will be held later this year in Japan, and then 50 nations must ratify it before it comes into force, which officials said they would expect to happen within about three to four years.
"To agree on global targets is not easy to do," UNEP executive director Achim Steiner told a news conference. "There was no delegation here that wished to leave Geneva without drafting a treaty."
The treaty will for the first time set enforceable limits on emissions of mercury, which is widely used in chemical production and small-scale mining, and to exclude, phase out or restrict some products that contain mercury.
"We have closed a chapter on a journey that has taken four years of often intense, but ultimately successful negotiations and opened a new chapter towards a sustainable future," said Fernando Lugris, the Uruguayan diplomat who chaired the negotiations.
But some supporters of a new mercury treaty said they were not satisfied with the agreement.
Joe DiGangi, a science adviser with advocacy group IPEN, said that while the treaty is "a first step," it is not tough enough to achieve its aim of reducing overall emissions.
For example, he said, there is no requirement that each country create a national plan for how it will reduce mercury emissions.
But proponents of the treaty say it will set meaningful controls and reductions on a range of products, processes and industries where mercury is used, released or emitted.
These would include medical equipment like thermometers, energy-saving light bulbs, mining and cement and coal-fired power industries.
Swiss environmental ambassador Franz Perrez said the treaty "will help us to protect human health and the environment all over the world."

Professor Papadopoulos began by noting how our modern society has given rise to a culture of specialisation in which we tend to ?outsource? many aspects of our lives. While this might be appropriate for computers, when it comes to the care of human beings it can have serious consequences for our lives. Earlier generations often cared for the sick at home, with people dying in their own beds, and the entire family taking care of them and learning to appreciate death as a part of life and as a preparation for eternal life. The care of the dying, and the reverence shown to their bodies after death, went together with prayer for them, both as they were dying, at the funeral and in the memorial services after their death.
However, with the rise of our technological and increasingly specialised society, we have lost this natural contact with death.? Instead we find a denial of death and yet at the same time a morbid fascination with it. Yet at the same time, people continue to feel the need for some sort of rituals for the dead, although these are often divorced from a real care for the dead. Praying for the dead needs to go together with a genuine respect and care for them, and with a proper appreciation of death. As Christians death is not something to be avoided, but rather, the awareness of death should help us to prepare for eternal life.
In thanking Professor Papadopoulos after the lecture His Eminence Archbishop Sergios said that the Church is called to pray and to care for all people. Alluding to the lively discussion on the Church?s prohibition of cremation following the lecture, His Eminence stressed that this is rooted in our understanding of the human person and the care which we owe to the dead. Our prayer for the dead should be of one piece with the way we treat them both during their lives, as they die and after their death and the various services of the Church, and our private prayers for the departed, cannot be separated from this respectful care.

BAMAKO, Mali (AP) ? French troops encircled a key Malian town on Friday to stop radical Islamists from striking closer to the capital, a French official said.

Those who have fled "mentioned that large amounts of money are being offered to civilians to fight against the Malian army and its supporters," she said.
Meanwhile, authorities in the town of Niono said that a key road leading to Segou was being closed to traffic Friday between 6 p.m. and 8 a.m.
Segou is one of the largest towns in Mali and the administrative capital of its central region. The road closure is an attempt to keep Islamists from entering towns further south, officials said.
The prefect, or district administrator, of Niono Seydou Traore said "neither cars, nor motorcycles, nor people on foot will be able to travel, as a security measure."
France has encountered fierce resistance from the extremist groups, whose tentacles extend not only over a territory the size of Afghanistan in Mali, but also another 600 miles (1,000 kilometers) to the northeast in Algeria, where fighters stormed a BP-operated plant and took dozens of foreigners hostages, including Americans.
They demanded the immediate end of the hostilities in Mali, with one commander, Oumar Ould Hamaha, saying that they are now "globalizing the conflict" in revenge for the military assault on Malian soil.
On Thursday, France increased its troop strength in Mali to 1,400, said French Defense Minister Jean-Yves Le Drian.
West African neighbors also have begun sending troops to aid the French-led mission, with some Togolese and Nigerian forces arriving Thursday.
Nigeria has offered another 900 soldiers, while Chad has said it will send 2,000 to aid the mission.

Apparently because he prefers strategizing the game in the boys' locker room, notwithstanding that, during the fall 2012 campaign, he bragged he would do otherwise, no assist needed: "We don't have to order up some binders to find qualified, talented, driven young women...."
Maybe, it was the "young" that's gotten President Obama into this trouble. Like the men qualified for the highest level presidential appointments, qualified women have a lot of experience. They're just not young anymore.

It's been reported that Denis McDonough, a man with strong foreign policy credentials, will be named to it. He is a man who literally grew up in the boys' locker room.
Did Mich?le Flournoy's name ever come up publicly in the run up to McDonough's apparently imminent appointment? Not to my knowledge, though she was considered qualified enough on foreign policy matters to be Defense Secretary. Now, I'm not plumping for Flournoy, but she has advised Obama for years and possesses other credentials he seriously likes: a Harvard degree and experience in the Clinton administration.
I am saying that Flournoy's present status (no Obama "big boy job") highlights the problem with President Obama's current stance: commitment to listening to those who "speak up" and to "diversity," is one thing, but commitment to "run this motha" is quite another.
"...(D)iversity helps to create more effective policy making, and better decision making for me, because it brings different perspectives to the table," said President Obama on Monday. But all tables aren't equal. Yes, there will be women sitting at many of his tables. But the head official table will be only men.
Last time, President Obama promised his cabinet "...would look like America." This time, that isn't sufficient to the need. Been there. (Been everywhere, in fact.) Done that (Superbly, by all counts.) Proved our bonafides. (Literally, ad nauseum.) This time, we women want to be America. We want to "run this motha." As Beyonce points out: "(Our) persuasion can build a nation." And, boys, do you need us nation-building now.
